In 2-4 pages (double-spaced, Times New Roman 12-point font, 1″ margins), summarize the key points that Volkomer makes in Chapter 9 about “The Federal Bureaucracy.” While many people are inclined to think of bureaucracy as little more than needless “red tape,” pointless paperwork, etc., are there any upsides–favoring and protecting the liberty of “we the people” resulting from the existence of a vast, elaborate federal bureaucracy? Throughout your essay, citing specific evidence and examples to specific pages in Volkomer.
